November 6th 2008, under the theme of Care for the Elderly and Found Harmony, CNCA organized a senior¡¯s law consultation activity in Taoranting Park, Xuanwu District of Beijing.

This consultation was aimed to learn what the most prevalent juristic problem was for seniors in their daily lives, to answer the practical rights-protection questions for the elderly, to collect senior¡¯s opinions and suggestions on emendation of The Law of the People¡¯s Republic of China on The Protection of Rights and Interests of the Aged.

Since the issue and implementation of Law of the People¡¯s Republic of China on The Protection of Rights and Interests of the Aged on October 1st 1996, 31 provinces, municipalities, and cities directly under the jurisdiction had stipulated several local laws and rules one after another, including Measures for the Implementation of the Law for the Aged, and Rules of Protection on Rights and Interests for the Aged, which had played an important role for the elderly. In the year 2007, the State Council has listed the emendation of senior¡¯s law to the yearly legislation planning. The Civil Affairs Ministry and CNCA launched the emendation for the senior¡¯s law, and organized a leading workgroup specialized on the emendation work with the other 11 divisions, including Legislation Office of State Council and National Development and Reform Commission of China. And an office taking charge of draft work was settled in CNCA. After two years of hard work, the Law of the People¡¯s Republic of China on The Protection of Rights and Interests of the Aged (Revised Draft) was initially formed through a large amount of work of researches, investigations and practices on the base of fully consideration on suggestions of relevant departments, senior representatives, and professionals and experts.

The participator of this activity included experts engaged in protection law for the aged in researching institutions, judges for inquisition of aged-related cases in grassroots courts, and lawyers who provided assistance for the elderly. Besides, staffs from the Department of the Legal Rights of Older Persons of CNCA also participated in the consultation.
Relevant principals from CNCA, Beijing Ageing Committee Office, and Xuanwu District Ageing Committee Office attended the consultative activity, and provided about over 11,000 handbooks on rights protection, health preservation for the aged to the present senior citizens.
This activity was assisted by Beijing Ageing Committee Office, Beijing Taoranting Park Administrative Department, and undertook by Administration Department of CNCA.
